"Zenta Nishio begins this collection by analysing the debilitating jeepney strikes of September 2019 and March 2023 in Metro Manila in response to the Public Utility Vehicle Modernization program set in motion since 2017 by the government with the catchphrase, “Tunay na Modernisasyon” [‘Real Modernization’]. Based on the concept of “informality”, first developed by economic anthropologist Keith Hart as a theoretical glue, he evaluates two contrasting positions taken by scholars on whether the agency of subordinate groups via “encroachment” can be assessed as truly autonomous from the power of the State. Compared to these standpoints, Nishio’s wishes to revitalise “the critical and creative potential” of “informality”. For him, the multi-layered strategies in evidence in the jeepney strikes and the solidarity of commuters with the March 2023 strike holds up “an opportunity to redefine urban transportation and society from the grassroots." - Editor's Notes by Yeoh Seng-Guan (Monash University Malaysia)
